Field-based Safety practitioner with expertise on a broad range of HSSE principles. Provides coaching and assurance to front line workers and supervision on site H&S policies within the DUCP area. As a member of the HSSE team advocate and drive continuous improvement to HSSE policies and procedures site wide which include but not limited to communication campaigns, training Manual updates in line with Shell’s Safety re-focus.

Accountabilities

  • Completes various work assignments requiring a broad knowledge of H&S policies and applicable laws, regulations and industry standards
  • Provides coaching and assurance to front line workers and supervision on site H&S policies within their assigned area.
  • Develops and implements standardized performance data collection to evaluate processes and management systems to achieve compliance and recommendations for improvements.  (80% Field coverage) Data will compiled with site wide data and shared at the monthly HSSE Steering meeting
  • Establish relationships in the field as a credible source of advice for HS related matters.
  • Member of the applicable production team and actively participate within the daily meetings
  • Assist in the coaching, mentoring and implementation of the HSSE programs in the field.
  • Complete roles and responsibilities contained within the permit to work process.
  • Where required approve policy related documentation on behalf of HSSE. (Confined Space, Rescue plans, & authorizations)
  • Assist and conduct Industrial Hygiene & Environmental monitoring request which could include air, water & soil sampling
  • Assist frontline supervision with Incident Investigation and reporting
  • Providing Subject Matter expertise in pre-job planning for Production and the Execution Teams.
  • Member of the emergency response team as well rotate on call rostering duties within the EOC Incident Safety Officer section

Skills and Requirement

  • Recognized Post-secondary education certificate/ diploma in the HSSE field (CRSP, CRSP-Tech, CHSC, Industrial Hygiene, Fire Science & Environmental Tech)
  • Knowledge & Understanding of OH&S legislation, Safety Standards and interpretation.
  • Computer Skills along with Policy writing (MS Office/SAP/SharePoint)
  • Strong communications and interpersonal skills.
  • > 5 years of Operations or Trades experience in a refining/ chemical plant environment.
  • Knowledge of SMC’s HSE-MS with specific emphasis on Safe Work Practices & Emergency Response.

Accountabilities:

  • Provides coaching, mentorship, and direction to the planning & Scheduling team.
  • Mentor and compile structure (contractor workbook) for developing estimates in P-6 of Direct Field Labor hours, overheads, materials, and equipment during execution for all assigned area(s).
  • Confirm that the TA work process expectations are clearly written, communicated, understood, accepted, and valued.
  • Work with planners to develop detailed Primavera work activities, i.e. proper resource allocation,estimated hours, coding requirements, etc.
  • Ensures work plans developed by craft and operations planners are fit for purpose and are integrated into the overall project file with correct logic and coding.
  • Maintains and is responsible to make sure non-routine planning tracker is up to date for all events.
  • Enters and oversees the data entry of detail job plans and estimates into primavera.
  • Conducts QA / QC checkfor Non-Routine Integrated schedule.
  • Create logical network of activities through a standard WBS structure in primavera.
  • Oversees schedule updating during execution.
  • Must understand and is responsible for the practical application of the Downstream AMS process.
  • Assist in developing event estimate by providing Direct Field Labor hours, overheads, materials, services, equipment, etc.(per estimate deliverables).
  • Responsible for update of the schedule during Pre / Execution / Post phases for assigned event.
  • Responsible for integrating scope growth, addenda, and discovery into the current forecast.
  • Assist with training Shell and contractor personnel on working with primavera.
  • Management of Primavera files and planning records
  • Site lead for digitalization of TA processes, reporting, etc.
  • TA representative for the Controls Network.
  • TA representative for the site planning/scheduling team.
  • Supervision of contract planners.
  • Become an active member of the site EOC team.

Skills & requirements:

  • Bachelors Degree in Computer Science, Engineering or any related field
  • Minimum of 5 years in Refinery with Turnaround roles such as Planner, Scheduler, Cost Controller
  • Expert knowledge in Planning and Scheduling usin Primavera, GSAP, Microsoft Suite
  • Digitalization Leadership to transform current business practices
  • Extensive knowledge of the Turnaround Planning and Scheduling Recommended Practices.
  • Understanding of Turnaround Estimating and Budgeting Recommended Practice,Cost Control Recommended Practice & Finance Standards
