ABOUT THE AGENCY

The Puget Sound Clean Air Agency (PSCAA) is a special-purpose, regional government agency chartered by state law in 1967. The Agency’s jurisdiction covers King, Kitsap, Pierce, and Snohomish counties. These four counties are home to more than 4.1 million people, over half the state’s population.

PSCAA’s vision is for everyone, everywhere to breathe clean, healthy air all the time – regardless of who they are or where they live. In addition to reducing air pollution overall, PSCAA is focused on equity, so nobody is more at risk because of where they live or their socioeconomic status. No community in the region should bear disproportionate burdens and exposure from air pollution.

The Agency’s main strategic goals include improving public health by reducing air pollution, reducing existing inequities in air pollution exposure, and reducing greenhouse gas (GHG) emissions from the transportation sector to address climate change. The urgency of addressing climate change and the issues PSCAA faces as a region are unprecedented. The Agency requires sound and strategic leadership to respond to these significant challenges.   PSCAA works to protect public health, improve neighborhood air quality, and reduce our region’s contribution to climate change by:

·      Following mandates in the federal Clean Air Act and the Washington Clean Air Act.

·      Adopting and enforcing air quality regulations.

·      Monitoring air pollution.

·      Sponsoring voluntary initiatives.

·      Educating people and businesses about clean-air and climate-friendly choices they can make.

The Board of Directors is composed of elected officials from each of the four counties, along with a representative from the largest city in each county, and one member representing the public-at-large.

The members of the Advisory Council represent large and small businesses, education, transportation, health, tribal nations, fire chiefs, environmental justice, the environmental community, local ports and the public-at-large across our four counties.

PSCAA’s staff bring skill and expertise in air quality planning, engineering, compliance, atmospheric science, air monitoring, information technology, public education and outreach, law, human resources, financial management and administrative services.

ABOUT THE EXECUTIVE DIRECTOR POSITION

The Executive Director is responsible for strategic and inspirational leadership as well as overall operational management of the Puget Sound Clean Air Agency. The Executive Director serves as a key external face of the Agency, responsible for productive relationships between the Agency and the State Legislature, the State Department of Ecology, the Environmental Protection Agency (EPA), the National Association of Clean Agencies, and other local air agencies. In addition, the Executive Director ensures that staff members are aligned with the organization’s mission and vision, and are working together to successfully achieve strategic objectives.

The Executive Director creates and maintains an expectation that the principles of equity and environmental justice are understood and incorporated in the work of the team. They serve as a champion, role model, and active participant for equity and environmental justice activities, programs, and initiatives. The Executive Director ensures the team’s operational processes and procedures support the Agency’s goals for equity and environmental justice for the region supported by the Agency.

The Executive Director reports to the Board and manages the operations of a full and part-time staff of about 75 employees. The position oversees the formulation, monitoring and reporting on the status of the Agency’s $16.9 million annual budget.

In addition, the Executive Director:

  • Provides leadership and direction to assure the effective and efficient operation of the Agency. Oversees the implementation of programs, procedures, and services that support the Agency’s strategic plan.
  • Creates, communicates, and sustains a vision and strategic plan that capitalizes on the Agency’s internal strengths and external opportunities. Engages, motivates, and inspires a broad range of internal and external stakeholders around a shared vision and mission.
  • Translates big picture vision and goals into both long and short-range plans that are comprehensive, realistic, and effective.
  • Ensures the Board of Directors (BOD) are apprised of policy issues affecting PSCCA and are fully aware of key aspects of the organization’s state of affairs. Supplies the BOD with appropriate information to make budget and policy decisions and provide guidance and oversight.
  • Acts as Agency liaison with the Advisory Council, building agendas and recruiting potential members for the BOD to consider.
  • Builds the Agency’s long-term financial strength and ensures fiscal accountability.
  • Works with other air agencies and national partners to advocate for appropriate federal funding to meet the objectives in existing and new federal requirements.
  • Creates and maintains a culture of high performance and recognition for the efforts of the team. Creates methods, techniques, and evaluation criteria for obtaining results.
  • Acts as a key public spokesperson for the Agency, engaging people at all levels and doing so in a wide range of settings and through various media.
  • Represents the Agency across all appropriate forums and makes presentations around the region with a focus on climate change and greenhouse gas reductions.
  • Develops and maintains a culture that integrates environmental justice and equity principles into the day-to-day work and decisions of the Agency. Oversees the creation of climate policies that incorporate equity principles and reduce inequities in air pollution exposure.
  • Creates a culture where information sharing, team-based resolutions, cross-training, and process improvements are encouraged, and staff is held accountable for goal achievement and results.

THE OPPORTUNITY

The Agency is facing unique and critical points of change and transition concurrently with the search for its new long-term Executive Director. The Agency is in the process of developing its next strategic plan, while also working actively to advance equity and environmental justice initiatives. The issues facing the Agency in the immediate future are unprecedented: particularly the urgency in addressing regional climate strategies, the reduction of greenhouse gas emissions and environmental justice. The incoming Executive Director must be prepared to attentively focus on the Agency’s strategic objectives, while also actively strengthening organizational culture.

DESIRABLE QUALIFICATIONS

A bachelor’s degree and at least seven years of experience in a senior leadership role within a substantial and complex government agency, a not-for-profit, or a for-profit corporation that involves leading a diverse staff and management of significant funds and experience working in high-level policy development and community collaborations. An advanced degree is preferred.

The annual salary for this position is $200K-$270K and depends on qualifications and experience. PSCAA offers a generous benefit package including medical/dental/vision, retirement, life and disability insurance, 11 paid holidays and 2 floating holidays,  paid time-off benefits, and optional deferred compensation. PSCAA participates in the Washington State Public Employees’ Retirement System (PERS).

The Agency may also provide an allowance for reimbursement of relocation expenses.
