Job Purpose

  • Advise, design and conduct, job design processes to enable the Company to attract and retain a high calibre and diverse workforce at a competitive cost.

Job Context & Major Challenge(s)

  • Challenge to capture accurate and complete information, interpret task and responsibility data, and to determine appropriate wording for JDs when reviewing job content to ensure the validity of the job design and review process.
  • Challenge is the wide and diverse nature of work across the Company and applying knowledge of best practice job design, analysis and evaluation validation processes in complex organisation structures. As the expert on job design and analysis has the freedom to advise senior managers on all JD related matters.
  • Works on issues to solve them in appropriate ways based on functional knowledge, operational requirements, precedent and best practices.
  • Job Design encompasses all aspects of job analysis, job descriptions, job evaluation and job families.

Key Job Accountabilities – I

  • Deliver job design services encompassing Job Analysis (JA) and Job Evaluation (JE) validation and ensure all permanent positions in the Company have current and evaluated job descriptions.
  • Provide expert job design services, guidance and advice on job design issues, policy interpretation and queries.
  • Conduct internal job evaluation and validate external job evaluation to ensure fair, accurate and consistent job grading.
  • Perform as Job Family Council (JFC) Secretary for the designated JFC to ensure meetings comply with the meeting agenda and the terms of the JFC Charter; keep records of JFC Member attendance; record the meeting discussions and decisions and circulate minutes of each meeting.
  • Chair JD Review Panel (JRP) meetings and deliver Job Analysis and Job Description training to Management and staff.

Key Job Accountabilities – II

  • Plan, develop and execute the Job Family Model (JFM) / Career Ladder Levels process ensuring that the job design remains current and relevant.
  • Conduct analysis of Business Cases, organizational changes or requests from management of organizational changes to identify positions that require job analysis, job description and job evaluation.
  • Determine and advise on job codes and ensures that all position titles are aligned with the Company position title framework.
  • Ensure the uploading all JDs into SAP database/SharePoint and ensuring the JDs are up to date, to enable employee access via MSS/ESS.
  • Devise and implement appropriate means of communicating information on job design programs to management and staff to ensure staff understand the job design process and the internal and external equity of the Company’s salary grades.

Qualifications

  • Bachelor’s Degree in Business Administration / Human Resources Management.
  • Certified in Korn Ferry (Hay Group) Job Analysis and Job Evaluation.

Knowledge and/or Experience

  • 8 years HR experience, including 4 years’ experience in compensation including job design and analysis, job evaluation and exposure to compensation & benefits applications.

Job Purpose

  • Provide advice regarding workforce planning matters and undertakes studies of the organization structures and design to achieve business goals and Company strategy for allocated business groups. Advise on Qatarization and Succession Planning activities for allocated business groups to identify, monitor and action succession plans and talent priorities.

Job Context & Major Challenges

  • Role context is to support Workforce Planning & Organisation Development Division in coordination with other functionalities within HR Department.
  • Exercises judgement and initiative in performing a wide variety of workforce planning and organisation staffing control measures.  Operates with minimum supervision and all-important matters are generally reviewed with the Lead of Workforce Planning and Organisation Development.
  • The challenge for the position holder lies in understanding the business objectives and strategy and advising the transformation of it into an appropriate organization design and structure; In proper oversight and control within a dynamic and changing environment, and in designing processes, procedures and guidelines to implement the same.
  • Support the Budget & Structural Control Process for allocated Business Groups from a Human Capital Group perspective ensuring the key allocated group budgets are accurately forecasted with necessary approvals and org changes in place.

Key Job Accountabilities – I

  • Identify problems’ root cause that create lack of organizational efficiency or lack of effectiveness of business delivery and providing recommendations by undertaking organizational studies.
  • Facilitate meeting with Department Managers and Chief Officers to discuss planned increases / deletions, reclassification / redesignations, and prepares Management organizational diagrams. Challenge submissions, and make recommendations, when necessary, ensure compliance with company strategies, initiatives and procedures.
  • Review, analyse and make recommendations on organizational change requests (Business cases) including complex and strategic re-organisations of operating departments. Discusses, validates and challenges, when necessary, rationale with departments/groups. Provides detailed assessment on proposal’s robustness by undertaking analytical studies and using diagnostic tools. Presents findings and recommendations to approving authorities including Head of WFP&OD, HR Manager and Chief Human Capital Officer. Advise on change management and put in place processes to implement and manage change effectively.
  • Create and review KPIs, analytics, reports, and recommendations for addressing workforce planning and organizational issues, and advises on best practice.
  • Review and validate organization requests to ensure alignment with headcount plans and budget.

Key Job Accountabilities – II

  • Prepare, update and control the Company’s organisation charts, and supervises their release.  This includes incorporating all workforce planning changes affected on the departments’ establishments and transcribes in the related departments’ organization charts, supervises the production, reproduction and distribution of new organization charts. Prepares departmental organisational charts, as requested, to support reorganization proposals and change of titles.
  • Support and develop the annual Workforce budget forecast exercise including controlling and dispatching of Department Workforce data, advising line managers on their data review requirements, checking completed MP data reports to ensure accuracy and that justifications for additions/deletions are in order.  Reviews, advises and updates appropriate measures and KPIs regarding Qatargas workforce performance, ensuring measures are appropriate for analysis and business decision making.
  • Participate in the development of new IT solutions related to Workforce Planning & OD and in collection and preparation of business requirements, evaluation and testing coordination with IT.
  • Prepare and support Qatarization and Succession Planning activities and strategies with client groups, specifically identifying gaps and forecasting future talent to potentially fulfil positions in accordance with the Company’s Qatarization & Strategic Plan.

Job Purpose

  • Provide post award contracts support and analysis to the Onshore & Operations Support Group aligned with Qatargas policies and procedures.

Key Job Accountabilities – I

  • Assist in providing effective post award management of Onshore & Operations Support contracts in accordance with Qatargas systems and procedures and aligned with the highest ethical standards.
  • Maintain updated contracts list and track the validity and cap value utilization of the contracts on a continuous basis.
  • Assist and ensure Contractor Performance Evaluations are carried out periodically as per requirements.
  • Assist and ensure contractor development is carried out on a continuous basis and that it is evaluated and monitored with emphasis on local content.

Key Job Accountabilities – II

  • Review ITPs for compliance to contracted rates before issuing to the contractors and create purchase orders in SAP based on the approved ITPs.
  • Develop and execute Contract Work Orders (CWO) including managing the final payments and close-out.
  • Support the development and finalization of the yearly Contracts Demand Plan.
  • Provide the month-end and year-end accruals numbers in a timely and accurate manner.
  • Ensure that all invoices are cleared on time and as per the terms and conditions in the contract.

Qualifications

  • Bachelor’s degree in Engineering, Science, Business Administration or equivalent.

Knowledge and/or Experience – I

  • 6 years’ experience in a cost and contracts management environment within the oil and gas industry.
  • Working knowledge of SAP or similar resource planning system software.
  • Good knowledge of contract law and industry practice.
