Integrated Planning Specialist

Work Location: Doha, QA  | Company: Qatargas

Job Purpose

  • Undertake key Field Development planning activities such as scoping,   scheduling, designing costing models, upstream cost estimation, WP&B, funding, monitoring sensitivities, integration of planning efforts and reporting in support of the upstream capital projects of Subsurface Group. Ensures projects meet Well Planning Process (WPP) and QG Project Management System (QGPMS) deliverables and shareholders objectives. Influences multi- disciplinary team, and communicates at various technical and management levels both internally and externally optimising resources and overall project schedule and cost.

Reporting and Relationships – I

  • Reports to Integrated Planning Division Head/Manager.

Internal

  • Regular contact with Subsurface Group Heads and Division Managers.
  • Regular contact with upstream capital projects stakeholders at various levels (Major Projects, PMT, Operations, Finance, HSEQ).

External

  • Regular contact Qatargas Operating Company Shareholders.
  • Occasional contact with Qatargas Operating Company contractors and agencies (as required).

Job Context & Major Challenge(s) – I

  • Defines and matures the required investments to sustain and expand North Field production through the Concept Selections Stage, and ensures all subsurface activities are effectively integrated and stewarded.
  • Coordinates aspects of well planning, subsurface inputs to QGPMS deliverables at different gates, cost allocations, and funding plan as appropriate to the level of definitions established by technical teams.
  • Works in a complex multi-cultural, multi-disciplinary and a dynamic environment with continually changing priorities.

Job Context & Major Challenge(s) – II

  • Works on large and complex capital expenditure projects, develops assumption basis and integrated plans for the overall integrated offshore/onshore programs.
  • Provides guidance in preparing Drilling & Completion / Recompletion / Workover rig program (planning, schedule development, cost estimates, Work Program & Budget (WP&B) and progress measurement). This requires coordination with departments in Subsurface, Major Projects, Finance, Operations and HSEQ.

Key Job Accountabilities – I

  • Assist Integrated Planning Division Head/Manager in managing, developing, and coordinating multidisciplinary team inputs to various project documents (like Conceptual Development Plan – CDP, Project Objectives & Strategy -POS, Early Project Execution Plan -EPEP, Project Execution Plan -PEP, Project Development Memorandum -PDM, and Design Basis Memorandum -DBM) for consistent and efficient Subsurface project planning and execution; and in accordance to QGPMS and WPP processes.
  • Evaluate requirements and initiate revision to various procedures and documents owned by Integrated Planning Division to maintain their relevance.  Examples are: WPP/PMOC/Capex Stewardship process/procedures, documents such as integrated schedules, Wellwork Schedules, Upstream Gas Production Planning (UGP) inputs, RACI, funding packages, Project Management of Changes, Well Construction / Operating Permit applications, Offshore Survey / Permitting Activities Plan, etc.).
  • Steward Well Planning Process and QGPMS interfaces to meet the scope and gate deliverables. Co-ordinate with other Subsurface departments for development of project scopes through consultation, evaluation of synergies, resources, capabilities to meet Shareholders objectives and expectation.
  • Facilitate management’s decision-making process through scenario planning, sensitivity analysis for the various development options, preparation of screening costs and cost benefit analysis. Develop detailed techno-commercial assumptions / scope documents for various options to facilitate economic evaluation for Subsurface field development investments. Explore further optimization opportunities to the base development plans.

Key Job Accountabilities – II

  • Lead Subsurface Capex Work Program & Budget (WP&B) preparations. Develop integrated Subsurface technical and commercial assumptions documents to form the basis of WP&B. Interact with other relevant departments in QG to ensure consistency of assumptions and expenditure profiles. Develop Capex budget and expenditure profiles for each Subsurface project in a manner that facilitate Venture/Project/Budget Item-wise monitoring. Provide guidance on fair and appropriate Cost Centre/WBS allocation of project costs .
  • Supervise the development and maintenance of Excel-based planning models to generate/review project schedules, cost estimates, budgets, and cost outlook of upstream capital projects.
  • Develop Subsurface Capex project funding packages and align with Subsurface departments for submitting to the shareholders for funding / budget authorizations.
  • Provide input and participate in the Upstream Gas Production (UGP) Committee activities to facilitate development and execution of feed gas production plan.

Key Job Accountabilities – III

  • Participate in or provide input to presentation materials for various technical and management committees (e.g. Board, MLT, TechCom, ExCom, Shareholder, etc.) covering Subsurface project plans, status update and outlook.
  • Keep the Integrated Planning Head/Manager updated on the Subsurface filed development activities progress and outlook at regular frequency; highlighting issues, if there are any.

Qualifications

  • Bachelor of Science in Engineering or Science from an accredited university. Post graduate degree in Engineering or Science or Management and /or post graduate training in technical and financial modelling.

Knowledge and/or Experience – I

  • 10 years of experience in oil and gas industry with broad experience and technical knowledge gained while working in Subsurface, Facilities and Operations engineering roles.
  • Demonstrated experience in field development projects, application of QGPMS/WPP, scheduling, upstream cost estimating, execution and project controls with a minimum of 5 years in major drilling & completion capital projects.
  • Demonstrated experience in project execution interfaces, specific vulnerabilities associated with cost and schedule.

Technical and Business Skills – I

  • Advanced in Microsoft Office package and Excel modelling techniques.
  • Ability to use analytical tools and technical knowledge to evaluate the gathered data.
  • Evaluate and prepare high quality cost models and budget packages by applying the cost optimization concepts and techniques.

Qualifications

  • Bachelor Degree in Engineering or equivalent Higher National Diploma (HND) in an Engineering discipline.

Knowledge and/or Experience – I

  • 8 years diversified Oil and Gas or Chemical Industry experience within Engineering, Operations or Maintenance.

1. Advises and supports Asset Management on all issues relating to current and future Asset Operations, including those connected to Organization and Development issues. Participates in all major issues and decisions associated with management of the Asset.
2. Advises the Asset on Operations Readiness requirements, including Commissioning, Start-Up and early operation, for plant changes and projects executed in the Asset area.
3. Advises on the approach for opportunity identification, best practise implementation, priority setting, alignment across functions, and alignment with the organization’s objectives. Measures achievements against corporate objectives through Asset KPIs to ensure that performance is and remains consistent with Organizational targets and that operations are at or moving towards pacesetter levels.
4. Ensures the follow up of all abnormal operating conditions of the plant. Leads the identification of problem areas, or operating areas requiring change or alteration of a technical nature to meet varying operating conditions, determines severity of problems and develop solutions.
5. Creates and coordinates two-way dissemination of lessons learned with other assets, shareholders and organisations. Tracks and follows up on the status of Action Plans implementation. Disseminates learning points ensuring the organization learns and develops.
6. Builds, develops and enhances data on Plant process and equipment performance and abnormalities, ensuring technical best practices are implemented and followed across the Asset. Liaises with Maintenance and Engineering personnel to review process studies for Plant Events.
7. Engineering, technical support and Reservoir & Production co-ordinator for the Asset. Operations interface with Subject Matter Experts, either within Qatargas or in shareholder organisations.
8. Facilitate the development of Asset Annual Business Plan including annual budget support, asset KPIs, Asset Objectives, asset governance review, and report the overall asset stewardship performance to ensure asset is meeting the corporate objectives.
9. Manages Asset Issue Register monitoring and follow up including MOC tracking, Projects Status, Safety Performance, audits follow-up, SSCR control and tracking, CAR follow-up to achieve asset performance target. Ensures cascading of procedure modifications and MOCs to the all field staff to ensure effective communication and awareness of changes.
10. Supports Risk Screening reviews, Formal Risk Assessments; participates in RCFAs, MOCs and Design Reviews; develops and maintains risk register; participates in Safety investigations as required.
