Job Purpose

Responsible for the strategic direction, leadership and management of Risk Management, Crisis Management and Business Continuity functions within HBKU in accordance with HBKU’s overall strategic direction and vision.

Key Result Areas

  • Design, implement and lead a global risk management strategy and framework across HBKU by facilitating the identification, assessment and prioritization of all types of key risks through the development of standards and methods for managing, treating, monitoring, and reporting risks.
  • Develop and maintain risk management policies, processes, procedures and systems.
  • Ensure senior management remain informed of regulatory, legislative and best practice changes and their obligations under these changes and its impact.
  • Provide proactive and practical regulatory advice to Academic, Research, Operation business and support functions.
  • Ensure that risk data and the risk management framework are in compliance with all legal, regulatory and corporate requirements.
  • Oversee the communication and education initiatives to foster a risk aware culture throughout HBKU.
  • Collaborate with Academic, Research and University operation units to identify measures and report on their risk exposures, and to ensure risks are managed within risk tolerances.
  • Establish and quantify the organization’s ‘risk appetite’, prioritize risks and measure their performance against these risks.
  • Develop and maintain BCM (Business Continuity Management) plans, risk registers and crisis response plans including implementation, management, and validation guidelines; establish success criteria in order to evaluate program effectiveness.
  • Disseminate information, design and deliver training sessions, including practice responses to potential scenarios.
  • Support entities in the development of customized BCM plans, develop audit schedules & audit criteria.
  • Address the multiple audit observations and comments raised by internal and external audit.
  • Monitor, maintain and improve the compliance function ensuring adherence to legal or regulatory requirements, Governance Manual and internal policies and procedures.
  • Support the development of compliance monitoring plans and ensure compliance with regulatory obligations.
  • Plan and conduct efficient business related operational compliance reviews to identify any noncompliance issues with internal control risks, business risks and operational cost reduction opportunities.
  • Other reasonable tasks as assigned by supervisor.

Operating Environment, Framework & Boundaries

Majority of work is carried out in a multicultural, multinational, standard office environment. Must comply with established policies, procedures, legal regulations and objectives applicable to areas of responsibility to ensure that work is performed in a safe and healthy environment.

Communications and Working Relationships

  • Supervisor – frequent contact to provide updates and receive guidance and approvals
  • HBKU entities – contact as needed to establish and coordinate on matters of risk management
  • External Institutions – keep abreast with the latest trends in risk management
  • HBKU Service Providers, HBKU management and focal points across HBKU Divisions – regular contact to coordinate activities

To fulfill its mission, the Qatar Biomedical Research Institute (QBRI) invites applications for a scientific leadership post responsible for establishing a research team and driving research activities in infection and immunity. The research team will have outstanding scientific resources and generous funding opportunities amid existing expertise as well as the opportunity to contribute to a new research program in communicable disease.

The position offers ample opportunities for interaction and collaboration with national, regional, and international universities, research institutes, clinical entities, and other organizations.
Success is measured as real-world impact through a tangible output of high-impact publications; scientific interactions and collaborations; and patents.

Key Responsibilities

  • To manage and develop a leading research team in Qatar and the MENA region in the general area of infection and immunity.
  • To manage and establish research budgets, secure external funding and participate in a collaborative and collegiate professional network within QBRI.
  • To develop a national and international professional research network to lead and develop research advances and strategies in communicable disease research.
  • To recruit a team of high caliber, dedicated and skilled researchers to work in QBRI.

Requirements

  • A PhD in the relevant field and at least five to 10 years of research team leadership experience in public and/or private research institutions of significant scale.
  • Known, influential entity in his/her field with a vision of how to create, grow and nurture a world-class research team.
  • Excellent and effective communication, management, and organizational skills.
  • A demonstrated ability to work in a team/matrix environment.
