Commercial Officer

Be overall responsible for managing Pre-Bid Process, Bidding Process, Contract Management, and International Operations Management.

Key Responsibilities and Accountabilities

  • Be overall responsible for liaison/ coordination with internal and external parties for In-country Regulations, Tax Review and Due Diligence for countries/ markets targeted by GHC and provide feedback to Commercial Manager.
  • Review the draft report on In-Country Regulations and Tax Review prepared by the responsible Commercial Officer, prior to submission to the Commercial Manager.
  • Discuss with the Commercial Manager the brief synopsis of potential/ relevant Tenders against Fleet Plan.
  • Review the draft response to the EOI/ RFI prepared by the responsible Commercial Officer, prior to submission to the Commercial Manager for approval.
  • Review the draft response to the pre-qualification prepared by the responsible Commercial Officer, prior to submission to the Commercial Manager for approval.
  • Be overall responsible for liaison/ coordination with internal and external parties for pre-qualification of potential partners for collaboration and ventures and provide feedback to Commercial Manager.
  • Review draft MOUs and/ or Agreement prior to submission to Legal and Commercial Manager for their feedback/ approval.
  • Prepare & finalize the draft Fleet Plan in coordination with Commercial Manager.
  • Perform other duties as required by the Commercial Manager or his delegate.
    Bidding Process
  • Review draft Bid Acknowledgement and Tender Synopsis prior to submission to Commercial Manager for approval.
  • Discuss Tender Synopsis with Commercial Manager to finalize Bid Strategy including review of fleet allocation/ plan, identification of Aircraft/ crew to be proposed, initiating RFQ from local support service provider (as applicable), among others.
  • Be overall responsible for Bid Proposal Design in discussion with the Commercial Manager.
    Communicate with internal and external parties to send out Tender Forms as well as other Technical Information required to be included in the Bid Proposal.
  • Review the completed Tender Forms as well as other standard technical information to be included in the Bid Proposal.
    Prepare Technical Information (other than GHC standard Technical documents/ information) which are required to be included in the Bid Proposal, for discussion and finalizing with the Commercial Manager.
  • Communicate with internal and external parties to send out Tender Commercial Forms as well as other Commercial Information required to be included in the Bid Proposal.
  • Review the completed Tender Commercial Forms as well as other standard commercial information to be included in the Bid Proposal.
  • Prepare Commercial Information (other than GHC standard Commercial documents/ information) which are required to be included in the Bid Proposal, for discussion and finalizing with the Commercial Manager.
  • Communicate with Local Support Service Providers for obtaining quotation/ proposal, as required, for consideration in the Tender Costing.
  • Communicate with Insurers for Tender Insurance requirements.
  • Be overall responsible for liaison/ coordination with internal and external parties for In-country Regulations and Tax Review, as required by the Tender and provide feedback to Commercial Manager.
    Finalize the Commercial Bid Proposal.
  • Review of Bid Proposal prior to submitting to Commercial Manager for approval.
  • Review Client’s request for Bid Technical/ Commercial Clarifications and preparation of initial response.
  • Discuss / finalize with Commercial Manager the draft response to Client’s request for Bid Technical/ Commercial Clarifications.
  • Upon approval by Commercial Manager, submit the final response to the Client.
  • Review draft Proposals (other than Bid Proposals) prior to submission to the Commercial Manager for feedback/ approval.
  • Review the summary report & finalize the Client’s Proposed draft Contracts/ Agreements (in the event Client proposes the
  • Contract/ Agreement), Handle contractual correspondences and respond to Client’s Clarifications on draft Contract.
  • Review and finalize draft Contracts/ Agreements (in the event GHC prepares the draft Contracts/ Agreements) and handle

  • Review/ negotiate draft Contracts in consultation with Commercial Manager, Insurers and Legal Advisor prior to execution.

    Contract Management
  • Review the Contract Synopsis prior to approval by the Commercial Manager.
  • Discuss the Contract synopsis with Commercial Manager for approval. Ensure that the contract synopsis is shared with
  • Departments and the Contractual obligations are fulfilled/ completed in a timely manner.
    Review of the Contractual Forms prior to submitting to Commercial Manager for approval.
  • Review of the draft correspondences prior to submitting to Commercial Manager for approval.
  • In the event of Contract changes/ revisions being proposed by the Client, review of proposed changes in lieu of the Contract
  • terms and conditions, in discussion with the Commercial Manager.
  • In the event of GHC proposing any changes/ revisions in the Contract terms and conditions, communicating to the Client of such changes/ revisions, in discussion with the Commercial Manager.
  • Review/ negotiate draft Contracts in consultation with Commercial Manager, Insurers and Legal Advisor prior to execution.
  • Notifying Client of the Contract expiration – including obtaining Client’s feedback/ confirmation on Contract extension/ renewal, in discussion with the Commercial Manager.
  • Communication with and obtaining from Insurers the Insurance Certificates as required by the Contract, upon Contract signature. Ensure the Insurance coverage meets the Contract requirements.
  • Communicate with Insurers and/ or with the Clients for Insurance Coverage renewal. Obtaining renewed Insurance Certificate(s)
  • Communication with aviation Clients to obtain Clients’ feedback(s) relating to the helicopter services provided by GHC, including Clients’ complaint(s).
  • Highlight/ brief the Commercial Manager of Clients’ feedback(s) and/ or complaint(s).
  • Review of Change Request/ data entered in Falcon System prior to approval.
  • Review & finalize the draft Fleet Allocation in coordination with Commercial Manager.
  • Review of the draft Monthly Reports prior to approval by the Commercial Manager.
  • Communicate with the Client for sending out the Monthly Reports.
  • Perform other duties as required by the Commercial Manager or his delegate.
    International Operations Management
  • Communicate with the Client for parts request including updating the Client for the progress, providing shipping documents, etc.
  • Discuss/ clarify with GHC Stores and/ or the Client(s) the delay(s) in dispatching the parts requested.
    Updating the Client(s) on the progress of the shipment including providing the Client with the shipping documents/
  • information, as and when details/ documents are received.
  • Perform other duties as required by the Commercial Manager or his delegate.

Qualifications, Experience & Skills

Qualifications:

  • University Degree in Business, Law or related field

LICENSE AVIONICS ENGINEER B2 – AW139/AW189/S92

Job Objective:

Responsible to carry out and certify all avionics tasks and to supervise the avionics technician while carrying their duties.

Key Responsibilities and Accountabilities:

  • Carry out all required avionics maintenance tasks IAW applicable maintenance manuals, company standards and procedures, and the competent aviation authority regulations.
  • Supervise avionics technicians in performing their duties
  • Certifying all carried out tasks, and releasing to service aircrafts and components within the scope of held authorization.
  • Carry out all required paper work related to the assigned task including filling different forms and making parts requests etc.
  • Ensure that used test equipments and tools are serviceable, and are handled properly, also ensure equipments and tools are returned to their designated areas after use.
  • Ensure that all used manuals are handled properly, and are returned to their designated areas after use.
  • Follow Company issued publications such as Engineering Department Instructions, Technical instructions, and other publications and internal memos.
  • Following safety procedures,and using available protective equipments.
  • Maintain good housekeeping within the avionics premises, and working areas.
  • Advice the avionics supervisor of concerns regarding safety, and procedures.
  • Carry out other related work as assigned by the avionics supervisor.
  • Any other duties as required by direct Supervisor.
  • Number of delays (of scheduled flights) due to maintenance issues
  • % of tasks completed within set time frame
  • Number of issues/delays with refuelling of aircraft.

Qualification and Experiences

  • Possess Aircraft Maintenance Engineer’s Licence issued under the provision of ICAO Annex II in Avionics with all categories, or unrestricted EASA Part 66 B2 Licence.
  • Candidates must hold valid Type Rating on AW139 with Theorical and Practical Trainings from a recognized part 147 Organization. TR on AW189 will be an added advantage.
  • 6 months Practical demonstration in the two years.
