Goodwill USA Jobs Description 2021

BASIC FUNCTION:
• Ensure that all financial activities involving grant funds (federal and non-federal) awarded to GII are accounted for in compliance with rules and regulations (GAAP, 2 CFR 200, OMB circulars, grantor and/or agency specifies requirements, and GII accounting policies and procedures).
• Prepare subgrantees financial monitoring (collection, review and processing of financial reports from subgrantees; on-site and desktop monitoring) and ensure subgrantees compliance with rules and regulations.
• Accounting for grant related expenses, and preparation and analysis of required reports.
• Develop and maintain internal grant accounting templates and working papers
• Train program staff and subgrantees on most recent regulations and accounting standards
• Perform and prepare internal reviews and/or audits across multiple business areas including operational and regulatory program assessments
• Assess risks and controls to ensure significant risks are identifies and appropriate controls are established to reduce or eliminate the risk in relation to grants
• Prepare special projects, as requested, for management

SPECIFIC DUTIES1:
1 All duties are considered to be essential, unless otherwise indicated.

A. Works closely with Program Managers of assigned grants and act as a primary financial contact for them and the grant’s subgrantees.
B. Works closely with Financial Compliance Accountants and acts as a project assistant in period of high demand.
C. Develop a thorough understanding of awarding agencies guidelines and regulations (DOL, DOJ, etc.); maintain grasp of changing guidelines.
D. Train program staff and subgrantees on changing regulations and accounting updates
E. Prepare all federal and funder required financial reporting and supporting schedules (quarterly/semi-annually/annually) per award agreements. (SF 425, FFR 9130, etc.)
F. Assist with preparation of GII grant budgets, spending plans, and budget modifications.
G. Assist with month-end close including preparing grant-related journal entries and reconciliations
H. Produce projections, calculations, and consultations for GII and subgrantees.
I. Develop and maintain internal templates and working papers to assist with subgrantee monitoring, budget proposals, and portfolio tracking.
J. Maintain and update standard operating procedures in relation to grant activity
K. Maintain financial reporting schedule and ensure timely reporting in coordination with program managers and subgrantees; prepare monthly drawdown packages (subgrantees/agency billings); process monthly subgrantees disbursements.
L. Support and provide technical assistance to subgrantees but firmly enforce compliance.
M. Participate in monthly monitoring calls providing assistance to the program managers with arms’ length technical assistance to subgrantees on budgeting, spending plans, reporting and compliance.
N. Plan, schedule, coordinate , and conduct on-site and desk top financial monitoring visits; produce formal written site visit reports within 10 business days. Follow through with subgrantees on findings and recommendations.
O. Perform periodic reviews of work completed by grant team to ensure accurate financial reporting
P. Prepare schedules and work with external auditors during audits (2 CFR 200, OIG, etc.).

RELATIONSHIPS:
• Internal: Daily contact with GII Accounting and Mission Advancement Teams
• GII Members: Frequent contact with GII members on grant matters
• Outside: Occasional to frequent contact with auditors

Qualifications

SKILLS NEEDED2:
2 All skills and abilities are considered to be essential, unless otherwise indicated.

A. Thorough understanding of general accepted accounting principles (GAAP), budgeting principles and practices as they apply to nonprofit organizations.
B. Thorough knowledge of government grant regulations (2 CFR 200) Ability to research federal regulations and accounting guidelines.
C. Superior ability to communicate effectively and efficiently verbally and in writing with upper level management
D. Refined ability to work independently, meet multiple deadlines and prioritize workload to bring projects to a successful conclusion.
E. Superior working knowledge of spreadsheet and word applications, along with ability to apply financial analysis techniques and implement solutions.
F. Ability to propose and prepare manual journal entries
G. Ability to recognize and analyze problems from an accounting perspective, identify and propose solutions.
H. Ability and experience creating internal working papers and templates
I. Ability to propose and implement policy changes in relation to grants
J. Ability to perform risk assessments and review of internal procedures
K. Ability to prepare quarterly and annual audit schedules
L. Ability to prepare, analyze and interpret financial information into practical reports
M. Ability and experience in using database accounting systems and applications (MS Dynamics SL; MIP, etc.)
N. Advanced knowledge and experience using MS Excel for data manipulation and reporting (pivot tables, developing formulas, project tracking)
O. Ability to train staff and subgrantees new accounting standards and changes to funder regulations.
P. Advanced presentation skills.
Q. Ability to use discretion when dealing with sensitive and confidential information.
R. Ability to independently perform site visits.
S. Ability and willingness to adjust to frequently changing fast paced environment.

EDUCATION:
Bachelor’s degree with major in accounting or minor in accounting with professional accounting experience. CPA or Grants Management Certification is a plus.

EXPERIENCE:
Five or more years of progressive accounting experience in a professional capacity.
Three or more years of combined work experience in the audit field (single audit, financial audit, internal audit)
Two or more years of project management experience.
Working knowledge of workforce development programs and common practices is a plus.
Prior experience working at a non-profit organization or with a local Goodwill is desirable.

DECISION MAKING:
Decisions related to scheduling projects and determining priorities.

SUPERVISION:
Latitude is given to the position in carrying out its work assignments. Work is checked regularly for accuracy and completeness. Works under general supervision.

PHYSICAL EFFORT:
Sedentary, lifting 50 lbs. maximum. Walking or standing is required only occasionally. Requires long hours at a computer. Requires 15-20% travel.

EMOTIONAL EFFORT:
Work environment usually hectic with periods of high stress. Will need a positive attitude to meet daily challenges.
