This position shall provide support to the project controls manager for delivery of a Project(s)
Draft, review or recommend any project control related documents as required
Provide progress reports as and when required
Attendance at relevant meetings
Report to the Project Controls Manager
Minimum of 8 years post graduate experience with experience in major infrastructure projects or programmes; preference will be given to roads, aviation, structures or rail related experience
Demonstrable track record in the delivery of large multidisciplinary projects
In-depth knowledge of project controls procedures
Demonstrated ability to multi-task effectively
Team oriented and flexible to suit a fluid design process being developed on a restricted schedule
Current and detailed knowledge of various scheduling, cost, collaboration and other IT applications (Microsoft Word, Excel. Access, Project and Primavera P6)
Technically proficient in all aspects of project controls such as planning, analysis and managing process and commercial considerations
Effective in building good working relationships within complex structures, both internally and with various project stakeholders
Competently deliver any technical project control requirements on planning, programming, commercial, risk and delivery matters
Arrange planning workshops / meetings to discuss and assist Contractors / Consultants to close their planning / project control issues
Challenge any claims and EOT requests
Assist with developing draft Monitoring and Reporting System for management and Engineer review
Assist with all programme control aspects for the Consultant for the monthly reports to the Engineer
Monitor and report on design performance to design programme and cost liaise with Engineer to allow Design Project and Design Programmes to be incorporated into the Project and Programme Master Programmes
Coordinate the resolution of variance reports relating to scheduling and cost reporting.
Provide guidance and advice to the management team on planning issues
Making recommendations for possible acceleration
Develop the document control system and communication flow for the project
Prepare risk assessment and mitigation plans.
Provide support to the Project Controls Manager where required on project control matters
Provide regular progress reports

Profile

Qualifications & Criteria
Mandatory Requirements
University degree from a recognised university in an appropriate field such as Quantity Surveying, Commercial Management or Construction Management or equivalent
Excellent communication skills in English, written and spoken
Driver’s Licence

Desirable requirements
Professionally qualified in PMP or equivalent is preferable
Master’s degree in a relevant field
Arabic language skills
Experience of working in Qatar and / or the Gulf region

Primary Purpose of the Position

  • To provide with full responsibility and accountability operational requirement of fire and life safety systems in HMC facilities in compliance with the latest Codes, Standards, National and HMC requirements and procedures.
Principal Accountabilities
  • Providing engineering and technical support to HMC Life Safety Management Team for routine inspection of fire and life safety conditions/systems, and implementation of corrective actions to enhance and maintain the fire and life safety conditions in compliance with the requirements of National Fire Protection Association (NFPA), Joint Commission International (JCI), Qatar Civil Defense Department (QCDD), and protect the patients, visitors, staff, and healthcare assets/properties from fire and life safety risks.
  • Provision of advance technical advisory services on clarifications and interpretation of the agreed local and international fire and life safety codes and standards as per the HMC Development Standards Framework.
  • Attending project and hospital operational phasing meetings to ensure that fire and life safety is not compromised.
  • Attending project and hospital operational technical meetings related to fire and life safety aspects.
  • Attending/Co-chairing of project and hospital operational safety meetings. Provision of advance technical advisory services on clarifications and interpretation of the agreed local and international fire and life safety codes and standards as per the HMC Development Standards Framework.
  • Attending project and hospital operational phasing meetings to ensure that fire and life safety is not compromised.
  • Inspection of operators works in relation to fire and life safety aspects during after completion of construction and reporting to HMC any non-compliance with local and international fire safety codes HMC Development Standards Framework.
  • Appropriate to his background; participate in the training and development of Qatari Engineers.
  • Keep abreast of current technology and state-of-the-art equipment and activities, by reading various trade journals, publications, by meeting Vendor Representatives and attending trade functions. Keep abreast of current regulations of Local and National authorities.
  • Participate in technology development reviews to disseminate latest relevant technologies and technical reviews, at key stages of Project execution and of Project definition, if necessary.
  • Prepare and presents technical papers to Line/Senior Management from time to time to promote designs and/or strategies. Check the adequacy of designs produced by others, to ensure fitness for purpose and technical quality, in terms of providing safe/environmentally acceptable facilities, in compliance with the Codes, Standards, Principles, Practices and Specifications. Verify that the building or facilities being designed are of adequate dimensions top house all the equipment to be installed therein

Profile

Qualifications and Experience:
Shall have either Category A or Category B Qualifications and Experience
Category A:
  • A minimum of 3 years of management experience leading a department or teams of personnel responsible for fire protection & life safety services.
  • Licensed/Registered Professional Engineer (P.E.) who has passed the Fire Protection Engineering examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) and has a minimum of four (4) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA 101), based on the applicable NFPA codes and standards.
  • Other than F.P.E. Licensed/Registered Professional Engineer (P.E.) who has a minimum of six (6) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, & smoke control/HVAC), & life safety (NFPA 101), based on the applicable NFPA codes and standards.
Category B:
  • A minimum of 3 years of management experience leading a department or teams of personnel responsible for fire protection & life safety services.
  • Fire Protection (or Fire Safety) Engineer who has completed a minimum post secondary education consisting of a minimum four-year bachelor’s degree or two-year master’s degree in Fire Protection Engineering, Fire Protection Engineering Technology, or Fire Safety Engineering from a reputable university and has a minimum of ten (10) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA 101), based on the applicable NFPA code(s) and/or standard(s).
Skills:
Possesses excellent leadership skills and ability to lead, supervise and motivate a team of engineers and technical staff. Have excellent planning, decision making, problem solving and organizational skills. Must have thorough knowledge of industry I international standards, and ability to interpret for specific application within sphere of relevant disciplines. Communication & negotiating skills as well as an ability to work in a multicultural team environment must be well developed and proven.
Independence:
Works within the framework of approved corporate policies, procedures and standards, while exercising a high degree of independence in selecting methodologies to perform the responsibilities and tasks, & in providing expert advice on a wide variety of technical issues.
Problem Solving:
Evaluate and provide solutions for particular, critical technical issues. Review and recommend resolution of particularly complex and non-routine problem, or provide viable alternatives.
