Responsible for all commercial activities for the Delivery Areas (cost, budgets, contracts, claims, managing agreements with key partners)

Ensure achievement of and compliance of commercial targets

Main Responsibilities

Ensure and review contract management and administration compliance related to Projects

Ensure and review  Programme  and Project related financial management related issues

Initiate and conduct meetings as required with Supply Chain in relation to

Project(s) related commercial and contract management matters

Ensure and review recommendations when requests for variation, addendum, extension of time, claims etc. are being processed, ensuring that they are in accordance with the Authority’s relevant policies and procedures

Familiar with financial information and is aware of financial impacts on bids/contracts/projects

Provide support to the Area Delivery Managers, amongst others, where required, on commercial matters

Provide regular progress reports and elevate issues within the Authority

Skills and Competencies

Minimum of 15 years post graduate experience with experience in major infrastructure projects or programmes; preference will be given to roads, aviation, structures or rail related experience

Management of key customer and stakeholder relationship

Leadership of complex contract negotiations (strategy and execution)

In-depth knowledge of project commercial procedures

Ability to make impartial priority calls and determine appropriate course of action, dealing with many different stakeholder views

The ability to think creatively and exercise sound judgement based on analysis of risk

Ability to work in multicultural environment and promote collaboration

Ability to apply sound judgement, to think laterally and innovatively, and identify new solutions or ways of working to achieve same end goal

Demonstrable track record in the delivery of large multidisciplinary projects

Responsible for risk management process in identifying, assessing, analyzing, mitigating and reporting on threats and opportunities in connection with the projects managed by HMC-HFD (from the initiation stage through project completion). Deliver service excellence in risk management including demonstrating effectiveness of the risk management process, integrating with project controls, quantification and modelling of risk exposures and their potential impact on scope, cost and schedule, developing and implementing risk mitigation strategies, reviewing compliance with risk policy and procedures.

Work in close coordination with Senior Program Managers, Project Team, Contractors and Consultants to ensure that the risks are identified on time, and adverse impacts are mitigated I avoided. Generally, handles more than one project at a time with full risk management responsibility from project initiation to completion and handover.

Profile

  • Bachelor Degree in an Engineering (Civil Engineering is preferred) / MBA is desirable. Accreditation PMl-RMP or APM
  • Significant e x p e r i e n c e in the application of Enterprise and Project Risk Management concepts, quantitative risk analysis techniques and tools, for example, @Risk, Crystal Ball, Primavera Risk Analysis.
  • Experience in the integration cost and schedule risk modeling to produce confidence levels for costs and completion dates in support of investment decisions and in relation to the management of the major projects.
  • Experience in implementing a risk management process and techniques in a project management office environment, implementing risk management in an integrated manner.
  • Experience in defining and implementing risk management strategy with major client organizations and at project level. Appreciation of significant issues facing major projects.

within the Programme

Skills and Competencies :

• To identify, develop, and improve procedures and systems for the section, department, and Ashghal

• To provide reports to the Program Delivery Leader and senior management within Ashghal pertaining to construction aspects of projects and the program

• Responsible for assisting with delay / disruption analysis impact on complex change requests and claims and where necessary prepare quantum

• Work with project teams to establish the correct information in response to claims

• Review delay and disruption analysis in response to claims

• Prepare claim and counter- claim register including “cause and effect” of all
events in claims logs

• Provide assistance and advice in the management of claims and disputes

• Prepare progress and recommendation reports as required
